Ecuador un estado plurinacional: de la exclusión a la participación de pueblos y nacionalidades indígenas

Abstract

El presente artículo tiene por objetivo analizar la naturaleza y estructura del Estado Plurinacional Ecuatoriano, teniendo como base legal la Constitución garantista de derechos de 2008, a fin de plantear una mediación subjetiva para evidenciar el reconocimiento de libertades y derechos del pueblo indígena. Se realizaron entrevistas a personas de nacionalidad indígena nativos del Cantón Saraguro de la Provincia de Loja, además se examinó las actas de Asambleístas electos a partir del año 2009 al 2021, para profundizar sobre la interacción de las relaciones humanas que se desenvuelven en la aplicación y en el ejercicio de sus derechos. La metodología utilizada fue la cualitativa mediante la recolección de datos y testimonios recabados en grupos focales. Se llevo a cabo un estudio del Estado plurinacional desde la cosmovisión indígena que describen y conceptualizan claramente las y los entrevistados. Se logró, por lo tanto, ampliar la esfera del estudio de la construcción del Estado Plurinacional e identificar la inclusión y participación de los pueblos y nacionalidades indígenas en el Ecuador. The objective of this article is to analyze the nature and structure of the Ecuadorian Plurinational State, taking as a legal basis the Constitution that guarantees rights of 2008, in order to propose a subjective mediation to demonstrate the recognition of freedoms and rights of the indigenous people. Interviews were conducted with native indigenous people of the Cantón Saraguro of the Province of Loja, in addition, the minutes of Assembly members elected from 2009 to 2021 were examined, to deepen the interaction of human relationships that develop in the application and in the exercise of their rights. The methodology used was qualitative by collecting data and testimonies collected in focus groups. A study of the plurinational State was carried out from the indigenous worldview that the interviewees clearly describe and conceptualize. Therefore, it was possible to broaden the scope of the study of the construction of the Plurinational State and to identify the inclusion and participation of indigenous peoples and nationalities in Ecuador.
