dc.description.abstractResumen Ejecutivo La recaudación de tributos es uno de los principales ingresos para el Estado Ecuatoriano, los mismos que cumplen un papel muy importante en la sostenibilidad económica del país, la inversión social, gasto público, pago de deudas, y el sustento de la infraestructura de las entidades públicas. El Artículo 6 de Código Tributario manifiesta que los tributos, además de ser medios para recaudar ingresos públicos, servirán como instrumento de política económica general, estimulando la inversión, la reinversión, el ahorro y su destino hacia los fines productivos y de desarrollo nacional; atenderán a las exigencias de estabilidad y progreso sociales y procurarán una mejor distribución de la renta nacional”. Como parte de estos ingresos se encuentran los de orden nacional y municipal, según el Artículo 223 de la Ley del Código Orgánico de Organización Territorial (COOTAD) los ingresos para los Gobiernos Descentralizados se clasifican en 3 grupos: los Ingresos Tributarios, Ingresos No Tributarios y aquellos Empréstitos. Los ingresos Tributarios de acuerdo con el Artículo 225 se dividen en Impuestos, Tasa y Contribuciones. Los No Tributarios según lo dispuesto en el Art. 226 los de Rentas Patrimoniales provenientes del dominio predial, Venta de Activos y Transferencia y Aportes de asignaciones fiscales, autónomas y del exterior. Por otra parte, se mencionan a los Empréstitos a los cuales el Art. 227 clasifica en créditos internos y externos. Es por lo que en el presente estudio se analizarán los tres grupos de ingresos tributarios y el impacto económico de su recaudación para el Distrito Metropolitano de Quito. Además de la aplicación de las ordenanzas, sanciones o multas que han sido ejercidas, repercusión positiva o negativa dentro de la recaudación, para así evidenciar la capacidad contributiva de esta ciudad. Para el desarrollo de este estudio se siguió un diseño descriptivo, que permitió el análisis de los datos históricos de cada Cédula Presupuestaria de los años de estudios. Como resultado, se reconoció la mejora en la cultura tributaria de la ciudadanía gracias al conjunto de herramientas e incentivos que proporciona el Municipio de Quito. Facilitando así, una mayor recaudación de impuestos, que permitió identificar que los principales impuestos con mayor influencia dentro de los ingresos para el Distrito Metropolitano de Quito son los de Predios Urbanos, a los Activos Totales, Patentes Comerciales, Industriales y Financieras. Abstract The collection of taxes is one of the main income for the Ecuadorian State, the same that play a very important role in the economic sustainability of the country, social investment, public spending, payment of debts, and the support of the infrastructure of the entities. public. Article 6 of the Tax Code states that taxes, in addition to being a means to collect public income, will serve as an instrument of general economic policy, stimulating investment, reinvestment, savings and their destination towards productive and national development purposes; they will attend to the demands of social stability and progress and will seek a better distribution of national income ”. As part of these revenues are those of a national and municipal order, according to Article 223 of the Law of the Organic Code of Territorial Organization (COOTAD), revenues for Decentralized Governments are classified into 3 groups: Tax Income, Non-Tax Income and those Loans. Tax income in accordance with Article 225 is divided into Taxes, Rate and Contributions. The Non-Taxes according to the provisions of Article 226 those of Capital Income from property ownership, Sale of Assets and Transfer and Contributions of fiscal, autonomous and foreign assignments. On the other hand, Loans are mentioned to which Article 227 classifies credits as internal and external. That is why in this study the 3 groups of tax revenues and the economic impact of their collection will be analyzed for the Metropolitan District of Quito. In addition to the application of the ordinances, sanctions or fines that have been exercised, positive or negative repercussions within the collection, in order to demonstrate the taxable capacity of this city. For the development of this study, a descriptive design was followed, which allowed the analysis of the historical data of each Budget Schedule of the years of studies. As a result, the improvement in the tax culture of citizens was recognized thanks to the set of tools and incentives provided by the Municipality of Quito. Thus, facilitating greater tax collection, which allowed identifying that the main taxes with the greatest influence within the income for the Metropolitan District of Quito are those of Urban Premises, Total Assets, Commercial, Industrial and Financial Patents.es
