La cooperación internacional en el marco del cambio de matriz productiva: un estudio de caso en el cantón Cayambe (2009 – 2014)

Abstract

El presente trabajo de investigación abordó el estudio de la cooperación internacional descentralizada relacionada con el cambio de matriz productiva y sus lineamientos propuestos en el Plan Nacional del Buen Vivir 2013-2017 mediante un estudio de caso en el Cantón Cayambe de la Provincia de Pichincha financiado por la Agencia de Cooperación Belga. Para ello se ha hecho un repaso de los conceptos de cooperación internacional al desarrollo, cooperación internacional descentralizada, cambio de matriz productiva bajo la corriente teoría Liberalista y de Desarrollo. El objetivo de este estudio fue determinar si la cooperación internacional de Ecuador debe ser direccionada hacia proyectos que tengan lineamientos de la iniciativa de cambio de matriz productiva, con el fin de evidenciar el impacto positivo que este tipo de proyectos deja a los ciudadanos. La metodología fue principalmente de tipo cualitativa, utilizando técnicas de análisis documental, bibliográfico y entrevistas, de esa manera se pudo entender el contexto de la cooperación en nuestro país y los beneficios de la misma. Esta investigación permitió concluir que la cooperación internacional y las instituciones públicas e internacionales juegan un papel muy importante en el desarrollo y progreso del país, obteniendo resultados favorables para los ciudadanos, y más aún si se promueve la iniciativa de cambio de matriz productiva, tratando de generar y mejorar nuestros propios productos.

The present research work focused on the study of decentralized international cooperation related to the change of productive matrix and its guidelines in the National Plan for Good Living 2013-2017 through a case study in the Cayambe Canton of the Province of Pichincha, which is financed by The Belgian Cooperation Agency. In order to do so, it was made a review of concepts such as international development cooperation, decentralized international cooperation, and the change of the productive matrix under the Liberal and Development theory. The goal of this study was to determine if Ecuador's international cooperation should be directed towards projects that have guidelines for the initiative to change the productive matrix, in order to highlight the positive impact that this type of projects leave on citizens. The methodology was mainly qualitative, using techniques of documentary analysis, bibliography and interviews, in this way it was possible to understand the context of cooperation in our country and the benefits of it. This research allowed to conclude that international cooperation and public and international institutions play a very important role in the development and progress of the country, obtaining favorable results for the citizens, and even more if the initiative of change of productive matrix is promoted trying to generate and improve our own products.
