Resumen

La tesis que a continuación se presenta analiza el tema de la comunicación institucional del Municipio del cantón Montúfar y el planteamiento de un Plan de Comunicación di-rigido a resolver aquellos problemas encontrados mediante un diagnóstico efectuado a una muestra representativa de funcionarios municipales y población en general del can-tón. El primero capítulo aborda introducción, antecedentes, planteamiento del problema, jus-tificación, proyecto de investigación, objetivos de la tesis. El capítulo dos referido a la comunicación como proceso, donde se desarrolló un análisis sobre los diferentes tipos de comunicación, un comparativo teórico sobre conceptos ac-tuales de comunicación corporativa, empresarial, organizacional e institucional, con el cual se llega a la definición de que en una institución pública como el Municipio lo que cabe es un plan de comunicación institucional. Además presenta el contexto situacional de la investigación. Ahí se puede ver algunos datos sobre el contexto geográfico del cantón Montúfar, la distribución poblacional, las actividades económicas de sus habitantes, la institucionalidad pública, privada y comu-nitaria, así como información clave sobre el Municipio, sus autoridades, estructura orgá-nica, número de funcionarios que laboran, entre otros datos. En el capítulo 3 se desarrolla la metodología que se siguió para la realización de la inves-tigación presente, se definió el enfoque y el tipo de investigación a ser realizada, además de calculó la muestra bajo los criterios de representatividad. También se presenta el diagnóstico realizado a través de la aplicación de dos encuestas sobre comunicación interna y externa conforme la muestra calculada. A través de gráfi-cos y el correspondiente análisis y discusión de resultados se presentan las percepciones de los individuos entrevistados. El capítulo 4 describe el Plan de comunicación institucional elaborado con la informa-ción recogida en el diagnóstico y que describe los problemas de comunicación existentes a lo interno y externo del Municipio. Así como conclusiones y recomendaciones a las que se llegó luego de realizar la investi-gación para el Plan de Comunicación. Las conclusiones permiten interpretar y explicar el porqué de algunas respuestas que se dan desde la institución cantonal. Las recomenda-ciones, en cambio, presentan las respuestas a los problemas detectados. Finalmente se anota la referencia utilizada y los anexos como el formulario de encuesta para la comunicación interna y el de la comunicación externa, a más de algunas fotos e imágenes de los símbolos del cantón Montúfar. Es un trabajo que contribuye a un importante proceso que es la planificación de la comu-nicación, partiendo de un diagnóstico y la construcción de un marco teórico que guía todo este trabajo. ABSTRACT The thesis that is presented below analyzes the subject of the institutional communica-tion of the Canton Montufar Municipality and the proposal of a communication plan aimed at solving the problems found by means of a diagnosis made to a representative sample of municipal officials and general population of the Canton. The first chapter deals with introduction, background, problem statement, justification, research project, thesis objectives. The second chapter refers to communication as a process, where an analysis was devel-oped on the different types of communication, a theoretical comparison on current con-cepts of corporate, business, organizational and institutional communication, with which we reach at the definition that in a public institution such as the Municipality it´s necesary an institutional communication plan. It also presents the situational context of research. There you can see some information about the geographical context of the Canton Montufar, population distribution, eco-nomic activities of its inhabitants, public, private and community institutions, as well as main information of the Municipality, its authorities, organizational structure, number of workers, and so on. In the third chapter, the methodology that was followed to carry out the present re-search was developed; the focus and the type of research to be performed were defined, as well as the calculation of the sample under the criteria of representativeness. It also presents the diagnosis made through the application of two surveys on internal and external communication according to the calculated sample. Through graphs and the corresponding analysis and discussion of results the perceptions of the individuals inter-viewed. The fourth chapter describes the institutional communication plan elaborated with the information gathered in the diagnosis and describes the communication problems that exist inside and outside the municipality. As well as conclusions and recommendations reached after the research for the Commu-nication Plan. The conclusions allow interpreting and explaining the reason for some answers that they give from the cantonal institution. The recommendations, on the other hand, present the answers to the problems detected. Finally, the reference used and the annexes as the survey form for the internal communi-cation and the external communication are recorded, plus some photos and images of the Canton Montufar symbols. It is a work that contributes to an important process that is the planning of the commu-nication, starting from a diagnosis and the construction of a theoretical framework that guides all this work.
