The Evolution of the Philippines’ Defense Policies in Response to China’s Territorial Claims in the South China Sea between 2012 and 2023

Abstract

The following research paper seeks to analyze the evolution of the Philippines’ defense policiesin response to China’s territorial claims in the South China Sea. The rise of China has been reflected in its increasing influence over time, showing how it can pose a threat to smaller statesaround it if they do not act in a specific way to balance that country’s power. Specifically, this research paper will analyze the evolution of the Philippines’ defense strategies in response to China’s territorial claims in the South China Sea between 2012 and 2023. Based on classical realism, structural realism and balance of threat theory, this study will evaluate the change in the Philippines’ threat assessments about China and that country’s claims over the South China Sea, the variations in its military spending during those years, and the evolution of its external defense ties throughout this period. This analysis relies on data collected from the International Institute for Strategic Studies (IISS), the Annual Assessment of Global Military Capabilities and Defense Economics, the Stockholm International Peace Research Institute (SIPRI), and official documents from the Philippine government. The main purpose of this paper is to understand the evolution of the Philippines’ defense posture within the broader context of its regional environment, interpreting the shifts in its defense policy as alternating between balancing and bandwagoning strategies towards China. El presente trabajo de investigación busca analizar la evolución de las políticas de defensa de las Filipinas en respuesta a las reivindicaciones territoriales de China en el Mar de China Meridional. El auge de China se ha reflejado en su creciente influencia a lo largo del tiempo, demostrando cómo puede representar una amenaza para los Estados más pequeños de su entorno si estos no actúan de forma específica para equilibrar el poder de dicho país. Específicamente, este trabajo de investigación analizará la evolución de las estrategias de defensa de las Filipinas en respuesta a las reivindicaciones territoriales de China en el Mar de China Meridional entre 2012 y 2023. Con base en el realismo clásico, el realismo estructural y la teoría del balance de amenazas, este estudio evaluará el cambio en las evaluaciones de las amenazas de Filipinas sobre China y sus reivindicaciones en el Mar de China Meridional, las variaciones en su gasto militar durante esos años y la evolución de sus vínculos externos de defensa a lo largo de este período. Este análisis se basa en datos recopilados del Instituto Internacional de Estudios Estratégicos (IISS), la Evaluación Anual de Capacidades Militares Globales y Economía de la Defensa, el Instituto Internacional de Investigación para la Paz de Estocolmo (SIPRI) y documentos oficiales del gobierno filipino. El objetivo principal de este artículo es comprender la evolución de la postura de defensa de Filipinas dentro del contexto más amplio de su entorno regional, interpretando los cambios en su política de defensa como una alternancia entre estrategias de equilibrio y de bandwagoning hacia China.
