Plan estratégico para la Agencia Nacional de Regulación y Control de Transporte Terrestre, Transito y Seguridad Vial, que contribuya a mejorar la seguridad vial y la disminución de siniestros en la conducción de motocicletas a nivel nacional

Abstract

En el Ecuador la siniestralidad en motocicletas representó el 30.86% durante el año 2022, ocupando el primer lugar por tipo de vehículo, de acuerdo a la información registrada por la Agencia Nacional de Regulación y Control de Transporte Terrestre, Tránsito y Seguridad Vial, siendo el factor humano la causa basal debido a la escasa cultura vial, así también al deficiente sistema para la obtención de la licencia y a un ordenamiento jurídico permisible. En consecuencia, se diseñó un plan estratégico que contribuya a fortalecer la seguridad vial y la disminución de siniestros y sus graves consecuencias económicas y sociales, considerando ámbitos de actuación como: formación y educación, concientización, control de tránsito, gestión de movilidad e infraestructura vial, la optimización de la seguridad activa y pasiva para estos vehículos y sugerencias de modificación al ordenamiento jurídico en materia de tránsito y transporte terrestre. Recomendando como etapa final, la evaluación periódica de los objetivos planteados en base a los indicadores pertinentes, lo cual servirá para verificar la viabilidad y la implementación de este plan estratégico de seguridad vial. In Ecuador, the accident rate in motorcycles represented 30.86% during the year 2022, occupying the first place by type of vehicle, according to the information registered by the National Agency for the Regulation and Control of Land Transport, Transit and Road Safety, being the human factor the basal cause due to poor road culture, as well as the deficient system for obtaining the license and a permissible legal system. Consequently, a strategic plan was generated that contributes to strengthening road safety and the reduction of accidents and their serious economic and social consequences, considering a framework of action such as training and education, awareness, traffic control, mobility management and infrastructure. Road, the optimization of active and passive safety for these vehicles and suggestions for modification to the legal system in terms of transit and land transport. Recommending as a final stage, the periodic evaluation of the proposed objectives based on the pertinent indicators, which will serve to verify the feasibility and implementation of this strategic road safety plan.
