Diseño de un sistema y plataforma de identificación de riesgos (SPIR), en la Unidad de Vigilancia Comunitaria Eugenio Espejo año 2021

Abstract

La Policía Nacional del Ecuador es un organismo que permanentemente ha orientado sus esfuerzos hacia la prevención de accidentes e incidentes. Sin embargo, en un contexto nacional marcado por continuas afectaciones en el orden económico, político, cultural, social y ambiental, cada día se hace más difícil la identificación a tiempo de los riesgos, mismos que afectan la tranquilidad de la población, siendo estos de origen natural y antrópico. Sería otra cosa, sí en cambio, se los detecta a tiempo, permitiendo entonces implementar acciones para su mitigación, disminuyendo así sus efectos negativos. Esta situación ha limitado el objeto social de la institución. El objetivo general de esta investigación, fue diseñar un sistema y plataforma para la identificación de riesgos (SPIR) en la Unidad de Vigilancia Comunitaria Eugenio Espejo. El cual permitirá mitigar los riesgos identificados en la citada unidad de vigilancia, a partir del establecimiento de su valor. El alcance fue descriptivo, el diseño fue no experimental, de desarrollo tecnológico y de enfoque mixto, a partir de la utilización de técnicas de investigación y métodos científicos que permitan el cumplimiento del objetivo general del trabajo. Se empleó el cuestionario como instrumento de recopilación de información de los principales riesgos identificados en la Unidad de Vigilancia Comunitaria Eugenio Espejo. Además, se empleó el método de la modelación, como parte del diseño del sistema y plataforma para la identificación de riesgos (SPIR). Los resultados obtenidos permiten ayudar al gestor de riesgos de la Unidad de Vigilancia Comunitaria Eugenio Espejo del Distrito de Policía Eugenio Espejo en la observación e identificación en tiempo real de los riesgos existentes en cada área. De esta manera, se puede dar los correctivos necesarios y delegar a las oficinas correspondientes el trabajo para la rectificación y disminución de los riesgos identificados. Los valores arrojados por el sistema implementado son: Riesgo aceptable, Riesgo tolerable, Riesgo alto y Riesgo extremo, información que es empleada para mejorar la efectividad, disminuyendo el tiempo de respuesta y optimizando la asignación de recursos, agilitando el proceso de toma de decisiones. The general objective of this research was to design a system and platform for risk identification (SPIR) in the Eugenio Espejo Community Surveillance Unit. Which will allow reducing the risks identified in the aforementioned surveillance unit, from the establishment of its value. The scope was descriptive, the design was non-experimental, technological development and a mixed approach, based on the use of research techniques and scientific 3 methods that allow the fulfillment of the general objective of the work. The questionnaire was used as an instrument for collecting information on the main risks identified in the Eugenio Espejo Community Surveillance Unit. In addition, the modeling method was used, as part of the design of the system and platform for risk identification (SPIR). The results obtained help the risk manager of the Eugenio Espejo Community Surveillance Unit of the Eugenio Espejo Police District in the observation and identification in real time of the existing risks in each area. In this way, the necessary corrective measures can be taken and the work for the rectification and reduction of the identified risks can be delegated to the corresponding offices. The values produced by the implemented system are: Acceptable Risk, Tolerable Risk, High Risk and Extreme Risk, information that is used to improve efficiency, decreasing response time and optimizing the elimination of resources, speeding up the decision-making process.
