Abstract: | La necesidad de creación de un Fondo de Inversión para Educación superior nace de la
situación actual de los ecuatorianos, quienes muchas veces no pueden pagar la
universidad que quisieran para sus hijos. Es importante señalar que según datos
obtenidos del INEC, de 1,300.000 estudiantes de bachillerato tan solo la tercera parte,
es decir 436.000 logra ingresar a universidades. En el Ecuador el acceso a
universidades privadas es cada vez más difícil por los altos costos en las matrículas y
créditos que tienen las carreras en universidades particulares. Muchos estudiantes se
quedan sin un cupo por falta de recursos económicos. Instituciones como el IECE
apoyan a estudiantes que no puedan pagarse sus estudios, con tasas de interés bajas si
bien es cierto, pero después deben pagar el crédito una vez entrados a trabajar lo que
puede ser desmotivante. Es por ello que en el siguiente trabajo se plantea el estudio de
factibilidad para la creación de un Fondo de ahorro programado para educación
superior, el mismo que se deberá presentar a una administradora de fondos para que lo
maneje. Analizando el macro entorno actual se puede observar que es un gran
momento para poner en práctica este proyecto. La inflación ecuatoriana, la estabilidad
monetaria, el riesgo país, etc., son indicadores que favorecen a la creación del mismo;
donde en un futuro se podría eliminar las razones por las cuales los estudiantes
abandonan sus carreras, como por ejemplo bajos recursos económicos, compromisos
laborales, pérdida de empleo, etc. ya que al ya tener pagada su carrera las otras
actividades que realicen se convertirán en un complemento para una mejor preparación
profesional. Las condiciones y estatutos de creación del fondo, se han tomado en
cuenta de acuerdo a la Ley vigente de Mercado de Valores, así mismo como las
condiciones que plantea la Superintendencia de Bancos y Compañías.
Gracias al estudio de mercado que se realizó dentro de algunos colegios de clase media
de la Ciudad de Quito, se evidenció la aceptación por parte de los padres de familia
para este proyecto, donde se demostró que el 88% de la muestra de la población se
encuentra interesada en conocer de este proyecto y que el 64% está en capacidad de un
ahorro aproximado de $150 por un periodo de tiempo de diez años, con lo que estaría
pagada la carrera de su hijo. The necessity of creating an investment fund for higher education is born because of the current situation of all Ecuadorians, who many times can´t afford the University they would want for their children. It´s important to mention that out of 1,300.000 students that finish high school, only the third part, which means 436.000, make into a college or University. The access to Ecuadorian private universities becomes more difficult because of the high costs in enrollment fees, and the cost of the credits needed for certain careers in private universities. Many students are affected and can´t even apply because of few economic resources. Institutions such as “IECE” help out students who cannot afford to pay their studies, with low interest rates although, they have to cancel their debt as soon as they graduate and find a job, which can also be discouraging. This is why in this following report we study the feasibility for the creation of a scheduled savings fund for higher education; the same one should be presented to a fund manager, so that they could handle this. Analyzing the current macro environment, you can observe that this is a great time to put this Project in practice. The Ecuadorian inflation, the monetary stability, the country risk, etc., are indicators that favor the creation of such; in a close future the reasons why students drop out of their careers such as low economic resources, work commitments, job loss, etc., can be eliminated. Because having their careers paid off, the other activities undertaken can become a complement for better professional preparation. The conditions and rules of creation of the fund have been taken into account according to the current Law on the Securities Market, also like the conditions posed by the Superintendence of Banks and Companies. Thanks to the market study that was executed inside various schools of a middle class society in the city of Quito, the acceptance by parents for this Project was favorable, where 88% of the sample of population are interested in learning about this Project, and that 64% is capable of saving approximately $150 in a ten year period, with which their children’s careers would be paid off. |
