El accionar del consejo de seguridad de la ONU en el conflicto Palestino- Israelí en siglo XXI

Abstract

Desde hace décadas el conflicto israelí-palestino se ha convertido en un tema clave en la agenda del Consejo de Seguridad y de la política internacional. El objetivo del presente trabajo reside en describir el accionar que ha venido teniendo el Consejo de Seguridad de la ONU a lo largo de este conflicto durante el siglo XXI, prestando particular atención a los acuerdos, resoluciones, tratados y conversaciones emprendidas entre Israel y Palestina y los acuerdos firmados por las partes. Además, se considerarán los momentos de mayor tensión que se vivieron entre ambos pueblos y se analizará la influencia que ha venido teniendo el Consejo de Seguridad y la comunidad internacional durante la última década. El conflicto israelí-palestino es más peligroso de lo que a primera vista puede percibirse, ya que ha venido implicando una serie de violaciones del Derecho Internacional. Su responsabilidad va más allá del incorrecto desenvolvimiento del uso de la fuerza, socavando los principios generales, consuetudinarios y convencionales del mismo derecho a la utilización de la fuerza.

For decades the Israeli- Palestinian conflict has become a key issue on the agenda of the Security Council and global international politics. The aim of this study is to describe the action that has been taking the Security Council of the UN throughout this conflict during the XXI century , with particular attention to the agreements , resolutions, treaties and undertaken talks between Israel and Palestine the agreements signed by the parties. In addition, the moments of greatest tension between the two nations lived and Security Council and will be analyzed the influence that has been taking the international community over the last decade. The Israeli-Palestinian conflict is more dangerous than at first glance may be perceived as implying that has been a series of violations of International Law. Their responsibility goes beyond the incorrect development of the use of force, undermining the general, customary and conventional principles of equal rights to the use of force.
