Politización de los sistemas de inteligencia. Caso Secretaría Nacional de Inteligencia (SENAIN), durante el gobierno de Rafael Correa Delgado

Abstract

Los sistemas de inteligencia ecuatoriana han sufrido constantes cambios y variaciones en sus estructuras y por ende sus operaciones se han visto modificadas. Las mismas que durante el gobierno del exmandatario ecuatoriano Rafael Correa se vieron totalmente desenfocadas, siendo tal el caso que existieron varias operaciones en las cuales los objetivos eran los propios ciudadanos o distintos políticos que no se encontraban en la misma línea ideológica del exmandatario. De esta manera encontramos que la politización de la inteligencia durante este periodo gubernamental no tuvo ningún interés por el bienestar del pueblo ecuatoriano. La inteligencia tiene un ciclo y un orden el cual lo debe seguir y cumplir a cabalidad para poder llegar a su objetivo final, si no se cumple este proceso va a existir un desfase provocando así que la labor de inteligencia realizada sea nula. De tal manera, es primordial estudiar como el servicio de inteligencia nombrado en ese entonces como SENAIN, actuó y realizo sus distintas operaciones. Identificando su estructura, mecanismo y contexto social en el cual se estuvo desarrollando. Para lograr entender y conocer de mejor manera como la politización de la inteligencia durante el gobierno de Rafael Correa, ayudo o afecto al desarrollo normal de las labores de inteligencia, se a tenido que realizar varias investigaciones bibliográficas y entrevistas a expertos y académicos del ámbito de inteligencia. Thus, it is essential to study how the intelligence service named SENAIN at that time acted and carried out its various operations.
