Retorno Migratorio y Reinserción: Ecuador 2010-2011 Situación económica y social de los migrantes retornados que se han acogido al Plan Retorno de la Secretaría Nacional del Migrante en la Provincia de Pichincha durante el periodo 2010-2011

Abstract

La movilidad humana se encuentra relacionada directamente a las condiciones de vida que un individuo tiene en un país determinado, condiciones que lo llevan a escoger un determinado destino migratorio. Presentándose como un problema para los Estados tanto emisores como receptores de migrantes. De este problema nace la necesidad de crear políticas públicas para la protección y amparo de estos grupos. En el caso ecuatoriano creó como medida de gobierno la SENAMI, entidad encargada de elaborar planes y proyectos con el objetivo de proteger a sus nacionales en el exterior e incentivar el retorno. Siendo el Plan Bienvenid@s a Casa principal herramienta para dicho fin, parte de este el Fondo “El Cucayo”, mediante el cual se incentiva al migrante a volver e invertir en el país con la creación de proyectos emprendedores, asegurándoles mediante ellos seguridad y garantías del territorio. El grupo focal de estudio acogido a dicho programa, encuentra la experiencia favorable. No obstante, existen ámbitos en los que se puede optimizar la ayuda de la entidad con el objetivo de una reinserción integral.

Human motility is closely related to the life conditions an individual has on a determined state. These conditions are the main causes for a person to choose to migrate. When the migration flows occur, all states become immerse in the problem, whether they are recipients or remittent. For these reasons, they must seek to create public policies in order to provide protection and security to those groups. In the Ecuadorian case, the state has created the SENAMI, as the main institution to elaborate plans and programs with the purpose of protecting the state´s immigrants, and to promote return. From this entity, the “Bienvenid@s a casa” is the principal tool to consolidate the objective, part of the program is the Fondo “El Cucayo” that incentivizes the immigrant to return to the country of origin to invest. The principal fields that it works on are the entrepreneurship programs, based upon security and guarantees in the country. The focal group, part of the Fondo “El Cucayo”, declared that they found the experience quite favorable. Nonetheless, there are still many things that could be improved to optimize the aid the entity provides into an integral reinsertion.
