Abstract: En esta presente investigación se analiza la propuesta del establecimiento de Áreas Protegidas como un mecanismo de conservación y protección al medio ambiente, considerando, el aporte de la cooperación internacional en las acciones que emprende el Ministerio del Ambiente (MAE) dentro del Sistema Nacional de Áreas Protegidas del Ecuador (SNAP). En el Capítulo I, se ofrece una revisión histórica del financiamiento al desarrollo sostenible a raíz del fracaso de la Ayuda Oficial al Desarrollo (AOD) (CEPAL, 2010). A través de esta revisión se comprende, tanto, el interés por frenar los impactos ambientales, como; la adopción de nuevas alternativas de ejercer cooperación adicionales a la tradicional Norte-Sur. Así mismo, se presenta la propuesta internacional del establecimiento de Áreas Protegidas y su financiamiento, como una opción para alcanzar el desarrollo ambientalmente sostenible. Con esta propuesta, en el Capítulo II, se propone un estudio de la gestión ambiental del Ecuador a partir de la revisión a detalle (poniendo especial atención en el elemento financiero) de las potencialidades y limitaciones del Sistema Nacional de Áreas Protegidas del Ecuador (SNAP), y; cómo esta se constituye en una herramienta para alcanzar el desarrollo sostenible dentro del país. Por último en el Capítulo III, se abre la puerta al debate en torno a la conceptualización del desarrollo sostenible y su logro a través del establecimiento de Áreas Protegidas dentro de un país en vías de desarrollo dependiente de la extracción de recursos naturales. Del mismo modo, se analiza la reestructuración de la visión de la cooperación internacional a partir del año 2007 y como ésta no ha alcanzado a afianzarse de la Cooperación Sur- Sur (CSS) y Cooperación Triangular (CTR) como nuevos mecanismos de financiamiento y apoyo para el fortalecimiento del SNAP.
This research analyzes the proposal of the establishment of protected areas as a mechanism for conservation and protection of the environment, considering, the contribution of international cooperation in the actions undertaken by the Ministerio del Ambiente del Ecuador (MAE) within the National System of Protected Areas of Ecuador (SNAP). Chapter I, provides a historical review of financing for sustainable development as a result of the failure of Official Development Assistance (ODA) (CEPAL, 2010). Through this review it is understood, both, the interest in curbing environmental impacts, and the adoption of new alternatives to exercise cooperation, in addition to the traditional North-South. The international proposal for the establishment of protected areas and their financing is also presented as an option for achieving environmentally sustainable development. From this approach, Chapter II, a study of the environmental management of Ecuador is proposed from the detailed review (with particular attention to the financial element) of the potentials and limitations of the National System of Protected Areas of Ecuador (SNAP), and; as this constitutes a tool for achieving sustainable development within the country. Finally, Chapter III, opens the door to the debate on the conceptualization of sustainable development and its achievement through the establishment of protected areas within a developing country dependent on the extraction of natural resources. In the same way, the restructuring of the vision of international cooperation is analyzed starting in 2007 and as it has not yet been able to take hold of the CSS and CTR as new financing mechanisms and support for strengthening the SNAP.
