Abstract: El principal objetivo de este trabajo ha sido la elaboración del plan estratégico del área tecnológica se plantea apalancar a la estrategia de la UIDE. Se utilizan herramientas de investigación como encuestas y entrevistas a la comunidad universitaria, personal docente y expertos en el área de tecnología para las IES (directores de TI de las instituciones de educación superior de país), además se revisa documentación oficial de la institución y las tendencias mundiales en aspectos tecnológicos para la educación superior. Para el desarrollo del documento se usan conceptos como: fase de requisitos y análisis, modelo operativo, madurez de la arquitectura empresarial, análisis de competencias y capacidades, análisis de procesos TI, gobierno TI, tendencias globales. En base del análisis se procede a realizar un plan de acción que permita ir de la situación actual a la situación deseada. A partir de la situación actual se evidencia que la institución alcanza actualmente un bajo nivel de Estandarización y de Integración tecnológica, encontrándose así en un Modelo Operativo Diversificado. Se identifica como las grandes inversiones en TI se dan en los ítems de Infraestructura compartida y de aplicaciones locales, dedicando porcentajes mínimos de inversión a sistemas empresariales y en mucha menor proporción a datos compartidos. En competencias se detecta la necesidad de potenciar una visión gerencial y de adoptar progresivamente las mejores prácticas de nivel mundial como ITIL, COBIT, ISO-IEC 27001. El personal de TI evidencia tener las competencias necesarias para desempeñar el cargo, pero requiere fortalecimiento y formación constante. Es importante adoptar una gestión por procesos e iniciar una cultura de documentación que permita tener evidencia de las mejoras y al mismo tiempo una base técnica para el trabajo cotidiano.
The main purpose of this paper is to present a strategic plan for the technological area which is the one that supports the strategic system in the UIDE. For this, different research tools as surveys and interviews were applied to the university community, professors and experts in the technological area from the IES (Superior educational institutions). Official documentation from the institution and the world trends in technological aspects for superior education were also revised. The main concepts that are used in this document are: requirements stages and analysis, operational model, enterprise architecture, analysis of competences and capacities, analysis of processes, government IT, global trends. The actual situation of the institution shows that there is a low level in the technological standardization and integration, which gives us a result of a Diversified Operational Model. Through this, it is noticed that huge investments in IT are made for shared infrastructure and local applications and very low percentages to enterprise systems and in shared data. Talking about competencies, the necessity of empowering a general vision and adopting global practices as ITIL, COBIT, and ISO-IEC 27001is detected. The personnel of IT department is competent enough to perform their duties but needs strengthening and permanent training. It’s important to adopt processes management and to develop a stronger culture for documenting, permitting the evidence of improvement at the same time of usage of a technical basis for the daily work. A technological service catalogue is offered by the Systems department of the UIDE; a new operational model is planned; sceneries based in IT government are also presented. The present gaps are identified, the processes are analyzed, surveys and interviews are done so finally the actions for improving the technological services are proposed. The conclusion is that there’s a need to improve the technologies in the information and communication field, and through this to get a level of acceptance higher from the 70%. With the purpose of obtaining these results it is necessary to invest in top-class training programs for a better technological performance. There should be structured a portfolio of technological projects for the UIDE in the short and long term such as: installation of a documentary system, electronic processes, electronic invoicing and a degree or titling plan. To leverage the TIC strategy is important to consider creating a Unit in charge of Planning and Organizing, Acquisitions and Printing, Monitoring and Evaluating the TIC projects, implementing a high technology as for example: MOOcs, 3D Printing, Tablet Computing, Wearable technology, and Games and Gamification.
