Estructuración y plan de procesos del departamento mecánico de la empresa de ferrocarriles del Ecuador regional norte (ENFE)

Abstract

La destrucción de las vías producidas por la naturaleza, la falta de apoyo de los gobiernos, la creación de carreteras produjo que el tren vaya quedando en inutilidad y lamentablemente la Regional Norte en la actualidad solo funciona para el tramo Ibarra a Salinas, motivo por el cual varias maquinas, herramientas, y ferrocarriles fueron quedando obsoletos y mucho personal fue retirado de su trabajo. Para conocer el estado actual en que se encuentra el departamento de mecánica se realizo un análisis de lo que funcionaba tanto de maquinas herramientas, maquinaria tractiva e infraestructura. Como la regional no tiene registros de ningún tipo de procesos se investigo acerca de Inventarios, Mantenimientos, Seguridad Industrial y el Comportamiento Organizacional del personal que labora en la Regional, con esta información se pudo estimar un tiempo y se creó un cronograma de las actividades. Se comenzó haciendo inventarios y diagnósticos de las maquinas herramientas, herramientas, repuestos, equipos y se ideo un software de manejo y control de inventarios pata tener un registro informático de fácil acceso. Se elaboro planes de mantenimiento predictivo, preventivo y correctivo de las maquinas tractivas, maquinas herramientas, infraestructura y equipos que están funcionando y que podrían funcionar según los diagnósticos. Se estableció un plan de seguridad industrial para prevenir riesgos laborales dentro de las instalaciones y cuando realicen trabajos en las diferentes maquinarias del taller, Con la finalidad de que este proyecto tenga una funcionalidad positiva se propone capacitaciones constantes, de describe los puntos que se busca corregir y como se deben de poner en practica dentro de la organización de la empresa.

Regional only runs on a small part from Salinas to Ibarra. Now several machines, tools, and trains have become obsolete and many workers were fired from their jobs. To understand the current condition of the mechanical department an analysis has been made of what tools, machinery, and infrastructure are still functioning. Since the regional department has no records of any type, an investigation took place in order to understand inventories, maintenance, Industrial Security and Organizational Behavior of the staff working at Regional, with this information a schedule and plan of activities was created. The plan began with inventory and running diagnostics of tools, parts, and equipment. Later a software was developed to control and manage the inventories through a computer database which is easily accessible. Plans of predictive, preventive and corrective maintenance of the machines, tools, infrastructure and equipment that are currently working or could be implemented were developed. A industrial safety plan to prevent occupational hazards in the facilities while performing work on all the different machines of the workshop was established, In order for the project to be successful it proposed constant training, this project describes the main points that need to be focused on, and also shows how put into practice the corporate organization. The study shows financial details of the investment amount needed to complete the project and suggests a portfolio of machines and tools for the mechanical use to meet the demand of the project.
