Implementación de una Unidad Militar de Ciberinteligencia en el Sistema de Inteligencia de las FF.AA

Abstract

El Subsistema de Inteligencia Militar es el organismo encargado de proporcionar inteligencia útil y oportuna a los diferentes niveles de mando de FF.AA, para la toma acertada de decisiones frente a los diferentes riesgos y amenazas que pudiesen afectar al desarrollo del país, todo esto se lo realiza a través de una adecuada planificación en los niveles estratégico, operacional y táctico, permitiendo así una búsqueda permanente de la información, sin embargo, se ha optado en los últimos años a la recolección y análisis de información de fuentes abiertas (Internet, prensa escrita y digital, prensa audible y televisiva, redes sociales y de mensajería instantánea) y sobre todo en las actividades de obtención de información a través de redes de informantes o fuente humana. Bajo ese contexto es importante considerar que, en la actualidad, el ciberespacio se ha convertido en una fuente clave de información para la obtención de inteligencia, especialmente en el ámbito militar. Con el fin de mejorar la capacidad de inteligencia de las Fuerzas Armadas del Ecuador, se propone la implementación de una unidad de Ciberinteligencia que permita la realización del ciclo de inteligencia en apoyo a las unidades de inteligencia de campo. Esta unidad se enfocará en el monitoreo de redes sociales, análisis forense e infección de dispositivos con malware, para la obtención de información en apoyo a los trabajos de inteligencia de campo. Por tal razón, se propone que este conformada por personal capacitado en las áreas de informática, seguridad informática, inteligencia y análisis de datos. Utilizará herramientas y técnicas avanzadas de inteligencia artificial, análisis de big data y minería de datos, para la recolección, análisis y difusión de información en el ciberespacio. La implementación de esta unidad de Ciberinteligencia permitirá a las Fuerzas Armadas del Ecuador mejorar su capacidad de obtención de información en el ciberespacio y aumentar su capacidad de realizar operaciones de inteligencia en apoyo a las unidades de campo, ix contribuyendo de manera significativa a la toma de decisiones en el ámbito militar y de seguridad nacional.
