Abstract: | Este documento es un análisis sobre los diferentes aspectos del derecho humano al
agua, así como su inclusión y relación con los derechos humanos. Se realizará una
breve exploración de los instrumentos internacionales y la influencia que los
mismos ejercen en la normativa interna ecuatoriana en materia de derechos
humanos, así como las obligaciones que este adquiere para garantizar su
cumplimiento y aplicación. Se observará como argumento central el reconocimiento
del derecho humano al agua, las estrategias políticas, la normativa pública y las
instituciones que aplican la misma, permitiendo así validar este derecho en Ecuador
sin discriminación alguna, como derecho inmanente de todos los seres humanos. Y
a su vez incentivará un diálogo en torno al posicionamiento de bloques económicos
versus bloques ecológicos, fruto de ventajas troposféricas de nuestro país, en razón
de su ubicación geo astronómica. This document is an analysis on the different aspects of the human right to water, as its inclusion and relation to human rights. A brief exploration of international instruments will be done, as the influence these have on the Ecuadorian internal regulations on the human rights matter. It will also discuss the obligations that the State acquires in order to guarantee its accomplishment and enforcement. As a central argument it will be held the recognition of the human right to water, the political strategies, the public regulations, and the institutions that apply it, validating this right in Ecuador, without discrimination, as an immanent right for all human beings. It also incentivizes a dialog around the positioning of economical groups versus ecological groups, due to the tropospheric advantages of Ecuador and its geo astronomic position. |
