Propuesta normativa a las autoridades de Calderón para establecer parámetros de respuesta a reclamos administrativos

Abstract

El presente trabajo de investigación trata sobre cómo se pueden mejorar los mecanismos para responder un reclamo administrativo y con esto poder hacer respetar tanto los derechos de los ciudadanos como sus obligaciones. La investigación se efectuó en la parroquia Calderón, de la ciudad de Quito. Se tomó en consideración que el Silencio Administrativo es una herramienta tanto de los ciudadanos como de los funcionarios para facilitar los trámites que se van presentando ante las instituciones administrativas. Se valoró como la demora en las respuestas, incumpliendo las normativas establecidas, perjudican tanto al administrado como a la dependencia parroquial. Se espera que el análisis de este trabajo pueda ser de ayuda para la parroquia en la cual se realizó la investigación.

The present research work deals with how the mechanisms to respond to an administrative claim can be improved and with this, to be able to respect both the rights of citizens and their obligations. The investigation was carried out in the Calderón parish, in the city of Quito. It was taken into consideration that the Administrative Silence is a tool for both citizens and officials to facilitate the procedures that are presented to administrative institutions. It was valued as the delay in the answers, in breach of the established regulations, harming both the administrated and the parochial dependency. It is hoped that the analysis of this work can be helpful for the parish in which the research was conducted.
