Propuesta de reforma para mejorar el sistema de aseguramiento agropecuario subvencionado en el Ecuador

Abstract

El Sistema de Aseguramiento Agropecuario Subvencionado con Énfasis en Pequeños y Medianos Productores Vulnerables a los Efectos del Cambio Climático, que es parte del Ministerio de Agricultura y Ganadería (MAG), se enfoca en brindar protección financiera ante las consecuencias que afectan negativamente a las producciones. No obstante, aún su implementación no logra superar varios desafíos y limitaciones que han mermado su eficacia y eficiencia. Por esa razón, se presenta un proyecto de reformas al Acuerdo Ministerial No. 095-2021 con el fin de optimizar el sistema en torno a tres aspectos. Primero, simplificar los procedimientos para la obtención de los seguros, dado que la convocatoria para seleccionar a lasaseguradoras se realiza mediante una licitación pública que limita la participación de otras no calificadas previamente; entonces, se plantea que cualquier compañía con el ramo agropecuario tenga la opción de participar sin necesidad de realizar una convocatoria de por medio, lo que aportaría a expandir la oferta a los potenciales clientes. En segundo lugar, se propone revisar los términos y condiciones de los seguros para garantizar que provean de coberturas adecuadas y prestaciones de calidad, en vista de que varios productores consideran que son deficientes y ni si quiera cuentan con servicios tecnológicos. Por último, se detallan diversos requisitos para que las aseguradoras y los productores implementen prácticas sostenibles, dado que hoy en día no existe obligación alguna para que lo hagan. For this reason, a draft reform to Ministerial Agreement No. 095-2021 is presented in order to optimize the system around three aspects. First, simplify the procedures for obtaining insurance, given that the call to select insurers is carried out through a public tender that limits the participation of others not previously qualified; Therefore, it is proposed that any company in the agricultural sector has the option to participate without having to make a call in between, which would contribute to expanding the offer to potential clients. Secondly, it is proposed to review the terms and conditions of insurance to guarantee that they provide adequate coverage and quality benefits, given that several producers consider that they are deficient and do not even have technological services. Finally, various requirements are detailed for insurers and producers to implement sustainable practices, given that today there is no obligation for them to do so.
