La difusión del Derecho Internacional Humanitario por parte del régimen internacional del DIH en las Fuerzas Armadas del Ecuador: Caso Escuela Superior Militar “Eloy Alfaro”

Abstract

Este trabajo investiga cómo cooperan el Estado ecuatoriano, el Comité Internacional de la Cruz Roja, Sociedades Nacionales y otras agencias para cumplir con las obligaciones y la difusión del Derecho Internacional Humanitario (DIH). En ese sentido, el propósito es demostrar que el DIH es un régimen internacional acompañado con la teoría del neoliberalismo institucional. En general, se analiza el rol del Estado ecuatoriano dentro del régimen internacional del DIH, además de presentar una profundización de cómo una red de actores tiene un objetivo en común. Este objetivo es difundir el DIH a las fuerzas armadas del Ecuador, en particular, a través de la Escuela Superior Militar Eloy Alfaro (ESMIL). De esta manera, se construye el régimen internacional del DIH que explora las distintas acciones operativas para instruir a las fuerzas militares en temas de DIH. This paper investigates how the Ecuadorian state, the International Committee of the Red Cross, National Societies, and other agencies cooperate to comply with the obligations and dissemination of International Humanitarian Law (IHL). In this sense, the purpose is to demonstrate that IHL is an international regime accompanied by the theory of institutional neoliberalism. In general, it analyses the role of the Ecuadorian state within the international regime of IHL, as well as presenting an in-depth analysis of how a network of actors has a common objective. This objective is to disseminate IHL to Ecuador's armed forces, in particular through the Eloy Alfaro Military College (ESMIL). In this way, the international IHL regime is constructed, which explores the different operational actions to instruct military forces on IHL issues.
