Evaluación del Riesgo por Atentado en la UPC “El Arenal” y propuesta de un Plan de Reducción

Abstract

En octubre de 2019, durante un paro nacional, se registraron actos de violencia y vandalismo, incluyendo un ataque a las instalaciones de la UPC "El Arenal". Este ataque puso en peligro la vida de varios agentes policiales y destacó el aumento de los atentados contra instituciones públicas en el país. Actualmente, estos ataques representan un riesgo significativo y preocupante para los ciudadanos, especialmente para aquellos que viven cerca de la UPC y para el personal policial. Por lo tanto, esta investigación buscó evaluar el riesgo de atentado en la UPC y proponer un plan para reducir dicho riesgo. La investigación se llevó a cabo como un estudio de caso descriptivo y mixto, utilizando datos cuantitativos y cualitativos. Se realizó una encuesta y se llevaron a cabo observaciones en la zona para recopilar información necesaria para identificar, analizar y evaluar los factores relacionados con el riesgo de atentado en la UPC, empleando la metodología Mosler. Finalmente, se presentaron propuestas para reducir el riesgo de atentado y otras recomendaciones basadas en la evaluación y el diagnóstico realizado. In October 2019, in the context of a national strike, episodes of violence, vandalism, and attacks took place. Among these events, we find the vandalism attack on the facilities of the UPC "El Arenal" that affected both the physical facilities and put at risk the lives of several police officers who were working in that place. This event highlighted the “attack” on public institutions as a form of crime not common until then in our country. However, now the attacks represent a considerably high risk and of great concern for citizens, especially for those who live near the UPC "El Arenal", who, together with the police personnel manifest a bad perception regarding the unsafely. Based on this, the present investigation sought to assess the risk of attack in the UPC "El Arenal" and at the same time to propose a plan for its reduction. It was a case study with a descriptive scope and of a mixed nature: with quantitative and qualitative data. A survey was conducted, in addition to observations in the area, to gather the necessary inputs to identify, analyze and evaluate the factors involved in the manifestation of the risk of attack in the UPC through the Mosler methodology. Finally, based on the evaluation, certain proposals were outlined to reduce the risk of attack and others that were evaluated in the diagnostic phase, as well as to make some respective recommendations.
